Safe Harbour Partnership provides housing-led accommodation services designed to support individuals, couples and families to move out of homelessness and temporary accommodation and towards longer-term housing solutions.
Our services are structured to align with local authority pathways and are delivered in partnership with registered providers and commissioned support organisations.
Stabilisation accommodation
We provide small, well-managed shared accommodation for individuals leaving crisis situations who are not yet ready for fully independent living.
These placements offer a safe and structured environment, with appropriate housing management oversight, while longer-term housing and support options are identified through partnership working.
Transition and move-on homes
We deliver self-contained accommodation for individuals, couples and families who are ready to move on from emergency or supported settings but are unable to access suitable housing in the private rented sector.
These homes provide greater independence while maintaining appropriate housing management and oversight, supporting households to stabilise and prepare for longer-term housing outcomes.
Partnership-based delivery
Our services are delivered in close partnership with Plymouth City Council, registered providers and commissioned support organisations.
We work within agreed referral pathways, maintain clear separation between housing management and support provision, and ensure that roles and responsibilities are clearly defined to support safe, compliant and effective delivery.
