
Why Safe Harbour Partnership exists
Plymouth, like many local authority areas, faces sustained pressure across its homelessness and temporary accommodation system. Limited supply, rising demand and a lack of suitable move-on options mean individuals, couples and families often remain in emergency or unsuitable accommodation longer than intended.
Safe Harbour Partnership was established to help address this gap by providing stable, well-managed accommodation that supports people to move out of crisis settings and towards longer-term housing solutions, working in partnership with the local authority and other delivery partners.
Our approach
We operate with a long-term, housing-led approach that prioritises quality, safety and sustainability over short-term delivery. Our focus is on providing accommodation that is appropriate to each stage of an individual or household’s housing journey, with clear pathways from stabilisation through to transition and move-on.
We work within agreed frameworks, maintain clear separation between housing management and support provision, and place strong emphasis on compliance, safeguarding and partnership working.
